Title of national project:

NATIONAL LAND RESOURCES SURVEY USING REMOTE SENSING AND
GEOGRAPHIC INFORMATION SYSTEM TECHNOLOGIES
IN DEMOCRATIC PEOPLE'S REPUBLIC OF KOREA

Background and justification of the project

Over 80% of the territory of the DPR of Korea is mountainous with steep mountain peaks, therefore arable land is limited.
The country's climatic feature in weather which dry season is long and continues strong raining every year is the main reason of frequent natural disasters such as landslides, soil erosion and cold-weather damage etc.
These phenomena make the cultivated land of the country to be decreased.
And the increasing of population, settlement and industrial area is another reason to reduce useful agricultural land year by year.
Now Remote Sensing and Geographic Information System (RS & GIS) techniques are widely used for investigation and detecting all the natural disaster above mentioned and in taking the reasonable solution for protecting of these damages in the world.
But at present, in DPR of Korea the techniques of RS and GIS are not developed and applied fully for the land resources evaluation, natural disaster monitoring and forecasting of crop growing situation, because of the lacks of skilled experts, the facilities and satellite data.

Objective of the project

This the project aims to enhancing the national capacity of the country to issues of remote sensing research and to establish the national information system which is the basis for making a national sustainable development strategy and the solution for accelerating an economic development.
It includes an understanding acquisition of methodologies and procedures of RS and GIS, provision of relevant facilities/equipment and training of skilled specialists.

Details of the project

a) Selection and training of the necessary specialists/experts.
It includes following:
- in-country basic education
- oversea training
. fellowship
. study tour
-- lecture and the job training provided by the international consultants.
b) Provision of research facilities/instruments to project execution organization, so to build institutional infrastructure.
Project exhaust organization is responsible to procurement of research facilities/instruments, their installation and running status.
It includes as follows:
- hardware and software for remote sensing data processing
- hardware and software for geographic information system
During project period both side will summarize the implementation progresses, discuss a point problems and finally submit the report of the project implementation results.

Outcome of the project

Upon the completion of national project, the following results will be achieved:
1) the experts who are capable of the exact evaluation of the productive capability of each landuse class like agricultural land, forest land etc., and preparation of the current landuse map and equipment.
2) The estimation of environment impacts corresponding to the national resources and the planing of rural region development, and taking up the optimal development models.
3) Faculty for education with this in institutes and universities.

c) The instrument/equipment, materials and test chemical 10,000 Won
d) Building of institute/laboratory 150,000 Won
e) Miscellaneous 50,000 Won
