PROPOSAL
"Exchange
of information on state of the environment in bordering regions
of Armenia and Georgia"
1. Goal of project - to develop regional cooperation with the
aim to raise public awareness in Armenia and Georgia about the
condition of the environment in adjacent zones of two countries
and encourage public participation in the decision making process
on environmental problems (in accordance with principles of the
Espo Convention and Aarhus Convention).
Tasks of project:
· to collect environmental information on the problems in bordering
regions;
· to organize information exchange;
· to carry out joint discussion of information;
· to develop joint recommendations to solve environmental problems.
2. The project can be implemented within the framework of a mutual
agreement between the government of the Republic of Armenia and
the government of Georgia on cooperation in the field of environment
and natural resources, signed on November, 27 in 2001.
The project should be launched after a meeting of two representatives
from environmental authorities of the two countries, who could
agree on a phased-out implementation work plan. Project implementation
will include the following phases:
- appointment of coordinators and working groups of 5 specialists
from each country;
- identification and mutual agreement on the top priority environmental
problems of transboundary nature in adjacent territories (pollution
of transboundary rivers, conservation of biodiversity, afforestation,
etc.);
- agreement on common criteria and indicators, necessary for implementation
of the project;
- collection of existing information, its analysis and translation
into a common language for two countries (for example, into Russian);
- exchange of information, its comparison and preparation of summary
data;
- implementation of public hearings on the project results (in
each country);
- development of joint recommendations on project problems and
their presentation to the governments of both countries.

6. The project covers 2 countries of the Southern Caucasus.
7. Project duration - 12 months.
Initial stage - in accordance with financial support.
Stages:
a) Agreement on the phased-out implementation plan - 1 month.
b) Forming of working groups - 1 month.
c) Identification and agreement on common environmental problems
- 1 month.
d) Agreement on used parameters and criteria - 1 months.
e) Information collection on agreed problems - 3 months.
f) Preparation and exchange of information - 2 months.
g) Public hearings - 1, 5 months.
h) Development of joint recommendations, their agreement and presentation
to the governments.
8. Provisional budget:
Stages:
a) 2 persons õ 1,5 month = 3 m/months.
- travel of 2 persons õ 2 times = 4 trips.
b) 2 persons õ 1,5 month = 3 m/month.
c) 3 persons õ 1,5 months = 4,5 m/months. (2 persons õ 2 trips)
= 4 trips.
d) 1 person õ 1,5 months = 1,5 m/months. (2 persons õ 1 trip)
= 2 trips.
e) 5 persons õ 4,5 months = 22,5 m/months. (2 persons õ 1 trip)
= 2 trips.
f) 2 persons õ 2 months = 4 m/months.
g) 4 persons õ 2,5 months = 10 m/months. (4 persons õ 2 trips)
= 8 trips.
Total: 54,5 m/months.
Business trip Yerevan - Tbilisi and Tbilisi - Yerevan
Total: 20 business trips/m of 2 days each = 40 days
Daily allowance - 100 $
